[VA-9228] - UPS Sure Post

• Versa has added new option for UPS integration to enable look up of rates by SurePost. SurePost is a service for UPS that will actual use USPS to do the delivery.
• Versa will detect if a package is eligible for SurePost based on criteria published by UPS and request the SurePost rates if a package is eligible.

[VA-9358] - UPS Oauth2.0 integration

• Versa currently integrates with UPS through Active Shipping gem with API keys. UPS has now moved to Oauth 2.0 based integration so Versa will support this new way of authentication.

[VA-9397] - UPS integration improvements

• Versa has added options for UPS carrier only (for firms that just have one UPS carrier configured) to declare a package dangerous goods, a package requires signature and duty paid by shipper
• Versa has added a checkboxes below 'Use Customer's Shipping Account ' to shipments/new page and to picklist/show page when user choose to get a shipping rate. "Dangerous Goods" and "Require Adult Signature", "Duty paid by Shipper". Duty paid by shipper is only visible when we detect the package is international.
